  8. The potion of speed allows the imbiber to have a movement rate ten times his normal amount.  By ratio, he is still emcumbered just as easily (A half encumbered individual still runs half as fast as he could were he not encumbered).  Therefore an individual with a normal movement of 30, now has a movement of 300.  This means that he has a maximum casual jogging speed of of 150 mph, and a maximum top sprinting speed of 200 miles per hour.
